Torrance Police Texting Scandal Draws State Civil Rights Review

A long-running scandal over racist, anti-Semitic, and homophobic messages led to a state review and a five-year reform agreement

The Torrance Police Department came under intense scrutiny after racist, anti-Semitic, and homophobic text messages exchanged by current and former officers became public. In December 2021, California Attorney General Rob Bonta announced an independent review of the department, saying the probe would examine possible systemic failures in Torrance Police policies and practices. The review was launched amid allegations of excessive force, discriminatory misconduct, and the texting scandal that had already shaken public confidence in local law enforcement.

 

The scandal first drew broad attention after reporting showed more than a dozen current and former Torrance officers had been investigated over offensive messages, including racist and homophobic content. The revelations raised concerns not only about department culture, but also about the integrity of criminal cases involving those officers. City officials also acknowledged the seriousness of the situation in a December 2021 statement responding to the revelations.

 

That state review eventually led to a major reform outcome. In August 2025, the California Department of Justice announced a five-year agreement with the City of Torrance and the Torrance Police Department requiring reforms. According to LAist, the agreement includes revising use-of-force training, expanding data collection to identify possible racial bias, and creating an independent oversight body such as a civilian review board. Attorney General Bonta said the racist texts were not just isolated incidents, but signs of a broader cultural problem that needed to be addressed through structural changes.

 

For Torrance residents, the story is bigger than one scandal. It is about trust, accountability, and whether the city’s police department can rebuild confidence with meaningful oversight and lasting reform. The agreement gives Torrance a defined framework for change, but it also keeps attention on how those reforms are carried out in the years ahead.
