Torrance’s Public Works Department Gets New Leadership |

Torrance is preparing for a major leadership transition inside one of the city’s most important departments.
The City of Torrance has announced that Alvin Papa, P.E., will become the city’s next Public Works Director, effective June 2, 2026. The Public Works Department touches many of the everyday systems residents care about most, including streets, infrastructure, engineering, maintenance, utilities, and neighborhood service reliability.
Papa brings more than 25 years of public works and civil engineering experience. According to the city, he is known for managing complex infrastructure programs and building collaborative, community-focused teams. His appointment follows the upcoming retirement of current Public Works Director Craig Bilezerian, who will remain in the role until Papa officially begins to help ensure a smooth transition.
For Torrance residents, this is more than a personnel announcement. Public Works leadership can shape how the city handles road repairs, infrastructure planning, water-related coordination, maintenance priorities, and long-term neighborhood improvements.
