Torrance Plans Next Round of Federal Housing and Community Development Funds
The city’s FY 2026–27 Annual Action Plan outlines expected CDBG and HOME funding for housing and community development priorities.
Torrance residents who follow housing, homelessness, public services, and neighborhood investment may want to keep an eye on the city’s FY 2026–27 Annual Action Plan.
The City of Torrance is a federal entitlement grant recipient for Community Development Block Grant and HOME Investment Partnerships Program funds from the U.S. Department of Housing and Urban Development. According to the city’s public notice, Torrance expects to receive $960,936 in CDBG funds and $414,227.76 in HOME funds for FY 2026–27.
These funds come with specific federal rules. HOME funds are limited to housing activities benefiting low- or moderate-income people, while CDBG funds may support eligible activities such as public facilities, improvements, rehabilitation, public services, energy conservation, economic development, and related community development work.
The city’s notice said the City Council was expected to take final action on the plan at its May 19 meeting. For residents, the bigger issue is where these dollars ultimately go and how they support housing, services, and local community priorities in the year ahead.
