The City of Torrance lists several water-conservation rules and reminders for residents, including no outdoor watering between 9 a.m. and 5 p.m., no outdoor watering for at least 48 hours after measurable rain, no washing down hard or paved surfaces, fixing leaks promptly, and no outdoor watering more than 3 days per week.
Those rules matter even more as Torrance Water rate adjustments continue. The city’s 2025 water-rate information shows average system increases scheduled from 2025 through 2029, including increases in 2026 and later years.
For homeowners and renters, the most practical takeaway is that water waste can show up in the monthly bill. Overwatering, broken sprinklers, leaks, runoff, and watering during restricted hours can all create unnecessary cost and waste.
