Remodeling in Torrance? Check the Construction Waste Rules First

Some construction and demolition projects require a Waste Management Plan before work begins.

Torrance homeowners planning a remodel, construction job, or demolition project should check the city’s construction and demolition recycling requirements before work begins.

The City of Torrance says qualifying construction or demolition projects must complete a Waste Management Plan through Green Halo Systems. The plan identifies material types, diversion methods, and recycling or disposal facilities.

Projects must recycle 100% of inert materials, including concrete, asphalt, soil, stone, and fines. The city also requires recycling of 65% of all other construction and demolition materials. The Waste Management Plan must be submitted and approved before starting the project and before scheduling the first inspection.

For residents hiring a contractor, this is a smart question to ask early. Making sure the paperwork, recycling tickets, and disposal process are handled correctly can help avoid headaches before final inspection.
