Refinery Records Lawsuit Puts Safety Transparency Back in the Spotlight

A new legal fight over refinery hazard-analysis documents raises fresh questions about public records, chemical safety, and what residents should be able to review.

A new lawsuit has brought Torrance Refinery safety questions back into public view.

 

According to reporting by Random Lengths News, the Torrance Refinery Action Alliance has filed suit seeking the release of refinery hazard-analysis records connected to refineries that use modified hydrofluoric acid. The group argues that the records, known as Hierarchy of Hazard Control Analysis reports, should have been available earlier under public records laws.

 

For Torrance residents, the issue touches a long-running local concern: refinery safety, emergency preparedness, and how much information the public should be able to access about potential risks.

 

The Torrance Refinery has been under heightened public scrutiny since the 2015 explosion that sent debris near equipment containing modified hydrofluoric acid. South Coast AQMD’s refinery background page notes the facility’s role as one of the region’s major refineries and describes the 2015 incident as a major explosion in an air-pollution-control device.

 

The lawsuit does not mean the claims have been decided in court. But it does put a familiar Torrance issue back on the front burner: how public agencies, regulators, refinery operators, and residents balance safety, transparency, and accountability.
