Torrance’s oldest neighborhoods include cottages, bungalows, Spanish Colonial Revival homes, apartments, and larger residences dating from the city’s formative years.

For owners of qualifying properties, preserving that history may provide a financial benefit through the Mills Act.

Once a Torrance property is officially designated as a historic resource, its owner may apply to enter into a Mills Act contract with the city. The agreement is intended to support the preservation, rehabilitation, and maintenance of the property and may result in a reduction in property taxes.

The benefit is not automatic merely because a house is old. A property must satisfy the city’s historic-resource requirements and complete the applicable designation and contract processes.

Owners who enter the program accept ongoing responsibilities. A Mills Act contract typically includes an agreed schedule of preservation and maintenance work, and the property remains subject to historic-review standards.

The program is particularly relevant in the Torrance Tract, the city’s original planned core. Much of its housing was built between 1912 and 1945, and many streets still contain homes reflecting the neighborhood’s early twentieth-century character.

The city’s preservation documents explain that approximately 850 relatively unaltered pre-1945 residences were included in the Torrance Tract Overlay Zone. Exterior alterations, additions, demolition, and new construction in affected areas may receive additional review to protect neighborhood character.

A Mills Act agreement can be valuable, but it is a long-term preservation commitment rather than a simple tax discount. Owners should review the requirements carefully and discuss any financial implications with a qualified tax or real-estate professional.
