Serving on a Torrance commission is one of the most direct ways residents can participate in local government without running for elected office.

The city currently maintains 12 commissions, one council, one committee and three boards that advise the City Council on specialized areas of community life. Their responsibilities cover issues such as land use, airports, cultural arts, libraries, parks, historic preservation, social services and the needs of older adults.

Commissioners review information, hear public testimony and make recommendations that may later reach the City Council for consideration.

The City of Torrance accepts applications throughout the year, although its regular annual appointments are generally made in June. Unscheduled vacancies may also arise when a member leaves before completing a term.

Before applying, new candidates must complete the city’s online commission-certification training. Residents can register for the training by contacting the City Clerk’s Office.

Applicants must then complete and sign the city’s commission application. It can be delivered in person, submitted by email or mailed to the City Clerk’s Office at City Hall. The city recommends confirming that the application was received.

Several city commission pages currently identify unscheduled vacancies, including seats associated with the Cultural Arts, Civil Service and Planning commissions. Because vacancy information may change after appointments or resignations, residents should review the city’s latest vacancy list before selecting a commission.

Serving requires preparation and consistent attendance, but it offers residents a valuable opportunity to learn how city decisions are developed before they reach the Council chamber.
