A 525-Home Development Begins Rising Near Torrance and Harbor-UCLA |
The large West Carson apartment project could bring hundreds of new households to Torrance’s eastern doorstep. |

One of the South Bay’s largest current residential developments is moving forward just outside Torrance.
Construction has begun on a 525-unit apartment community at 22107–22133 South Vermont Avenue in unincorporated West Carson, near Harbor-UCLA Medical Center and Torrance’s eastern side. The development is known as The Bungalows of Torrance, despite being located outside Torrance city limits.
The project is being built within the West Carson Transit-Oriented District Specific Plan area, where Los Angeles County has encouraged higher-density housing near major employment centers and transportation corridors.
Its 525 rental homes represent a substantial addition to the surrounding housing supply. A development of this scale can also bring hundreds of new residents, additional vehicle trips and increased demand for nearby shopping, schools, parks, healthcare and public services.
The project’s location makes it relevant to Torrance residents even though land-use approvals are controlled by Los Angeles County rather than Torrance City Hall. Vermont Avenue, Carson Street, Harbor-UCLA and nearby commercial corridors already serve people moving between Torrance, West Carson and the broader South Bay.
The development may also create new customers for Torrance businesses and provide housing near major local employers. At the same time, nearby residents may watch closely for changes in congestion, parking and neighborhood density as construction progresses.
Because the name “The Bungalows of Torrance” can create confusion, residents should understand that the property is in unincorporated Los Angeles County. Questions about permits, construction conditions or the project’s governing land-use rules should therefore be directed to the appropriate county agencies rather than the City of Torrance.
