Pine Wind Japanese Garden Hides a Peaceful World at the Civic Center |
Koi, waterfalls and stone pathways create an unexpected retreat inside Torrance’s cultural complex. |

Many residents have attended a performance or community event at the Torrance Cultural Arts Center without realizing that one of the city’s most beautiful spaces is hidden within the complex.
The Pine Wind Japanese Garden, also known as Sho Fu En, was designed by National Landscape Award-winning landscape architect Takeo Uesugi. Its features include authentic Japanese landscaping and architecture, two waterfalls, a koi pond and winding stone pathways.
The garden creates a striking contrast with the surrounding Civic Center. Within a relatively small space, water, stone, plants and architecture work together to produce a calm environment that feels separated from the nearby streets and public buildings.
A two-tiered amphitheater provides seating for approximately 25 people, with room for additional chairs during reserved gatherings. The city promotes the garden as a setting for wedding ceremonies, photography and quiet intermissions during other Cultural Arts Center events.
Unlike a conventional public park, Pine Wind is primarily managed as an event and rental venue. Residents should therefore confirm access before making a special trip. One of the easiest ways to discover it may be while attending a performance, exhibition or gathering elsewhere in the Cultural Arts Center.
For people who already know Torrance’s larger parks and outdoor spaces, Pine Wind reveals a quieter side of the city—one built around careful design, reflection and small details.
