The application window is closing for Torrance residents interested in serving on the City Council.

Applications for the vacant District 4 City Council seat must be submitted by Thursday, August 13, 2026.

To qualify, an applicant must:

  • Be at least 18 years old
  • Reside within Torrance City Council District 4
  • Be registered to vote within District 4
  • Continue living in the district throughout the appointment
  •

The person selected is expected to begin serving after appointment on August 25 and remain in office until the results of the regular municipal election scheduled for March 7, 2028, are certified and the newly elected representative is installed.

Applicants should allow enough time to complete the entire filing process and verify that all required materials have been received. Waiting until the final hours could create problems if a document is incomplete or residency information requires clarification.

Serving on the City Council involves reviewing budgets, land-use proposals, public-safety matters, contracts, city policies and constituent concerns. Candidates should therefore review recent agendas and understand the time commitment before applying.

District 4 residents who do not wish to apply should still follow the appointment process because the selected councilmember will vote on citywide matters as well as represent the district.
