Torrance Could Keep Its Del Amo Police Substation for Just $10 a Year |
City Council will consider an unusually inexpensive 10-year lease inside Del Amo Fashion Center |

One of the more unusual items headed to Torrance City Council this week involves a piece of real estate in one of the city’s busiest locations.
The City Manager and Police Chief are recommending that the Council approve a new 10-year lease for the Torrance Police Department substation inside Del Amo Fashion Center.
The price is striking.
Under the proposed agreement, Torrance would pay just $100 for the entire 10-year term—or $10 per year. The lease would run from September 1, 2026, through August 31, 2036.
The substation gives Torrance Police a presence directly inside one of the largest shopping destinations in the South Bay, where officers can respond to incidents and interact with shoppers, retailers and mall security without operating solely from a traditional police facility elsewhere in the city.
Council is also being asked to determine that continued use of the existing facility qualifies for a categorical exemption under the California Environmental Quality Act.
Because the item appears on the Consent Calendar, it could be approved together with other routine matters unless a Councilmember removes it for separate discussion.
For taxpayers, the proposed rent is certainly one number worth noticing: $10 a year for a police presence at Del Amo through 2036.
