Torrance Is Considering a $2.26 Million Contract for Community Transportation |
The three-year agreement would operate a specialized transit program through 2029 |

Torrance City Council will consider a separate transportation agreement this week worth more than $2.26 million over three years.
The Transit Director is recommending that the City award a contract to Administrative Services Cooperative, Inc. of Torrance to operate the Torrance Community Transit Program, commonly abbreviated TCTP.
The proposed agreement is valued at approximately $753,426.75 annually, with a total not-to-exceed amount of about $2.26 million.
The contract period runs from August 1, 2026, through July 31, 2029.
Importantly, the agenda identifies the expense as non-General Fund, meaning it is not proposed to be paid from the City’s primary General Fund operating revenues.
Community transit programs can fill transportation gaps that traditional fixed-route bus service cannot always address, particularly for residents who require more specialized transportation options.
The contract resulted from the City’s procurement process identified as RFP B2026-10.
Like the larger transit-funding claim also appearing on Tuesday’s agenda, this item sits on the Consent Calendar and could be approved without extended discussion unless a Councilmember requests separate consideration.
It is another reminder that some of City Hall’s largest dollar decisions are often buried among the least dramatic-looking agenda items.
