Torrance Wants Homeowner Input on New Single-Family Design Rules |
Proposed standards could affect future projects in R-1 and Hillside and Coastal neighborhoods |

Torrance is asking residents to weigh in on rules that could eventually shape how homes are built and expanded in some of the city’s most sensitive residential neighborhoods.
The City has opened a public-engagement process focused on proposed objective development standards for Single-Family Residential (R-1) properties and the Hillside and Coastal Overlay (R-H) Zone.
The project grew out of City Council direction given during a May 19, 2026 workshop concerning the Hillside Overlay Zone. According to the City, the existing Hillside and Coastal development standards remain an important part of the discussion.
Why does this matter to homeowners?
Residential design rules can affect issues such as building size, height, setbacks and how proposed construction interacts with neighboring properties. In hillside areas especially, Torrance’s review process has traditionally paid close attention to views, light, air and privacy.
The City says comments collected from residents will help staff evaluate potential objective standards and related review processes before the matter returns for future City Council discussion and consideration.
No final development standards have been adopted through this outreach process yet.
For homeowners considering future additions—or residents concerned about what might eventually be built next door—this is the stage when paying attention can matter.
