Two Hundred New Apartments Are Rising Near Del Amo |
Soto Is Transforming a Former Parking Area Along Carson Street |

The housing transformation around Del Amo Fashion Center is not limited to Gable House.
A second major apartment development called Soto is under construction along Carson Street.
The project is being developed by Legacy Partners and DWS Group and will include 200 apartments in a five-story residential community.
The development is located at approximately 3862 Carson Street, west of Del Amo Fashion Center.
Plans call for a mix of studio, one-bedroom and two-bedroom apartments, ranging from about 633 to 1,118 square feet.
Residents are expected to have access to amenities including a rooftop pool and amenity deck, indoor-outdoor fitness center, clubhouse, coworking area and two landscaped courtyards.
The project is expected to be completed in summer 2027.
Soto is notable not simply because 200 apartments are being added.
It is part of a larger pattern emerging around the Del Amo area.
Properties that historically consisted of shopping centers, surface parking lots, offices or other commercial uses are increasingly being considered for housing.
That evolution reflects Torrance’s broader Housing Corridor strategy, which is intended to create opportunities for additional residential development along major commercial corridors as the city works toward state housing requirements through 2029.
The result could gradually change how portions of Torrance look and function.
Rather than having housing concentrated almost entirely inside established residential neighborhoods, future residents may increasingly live within walking distance of shopping, restaurants and major employment centers.
Soto is one of the clearest examples of that transition already underway.
