A 335-Home Community Is Proposed at Torrance Boulevard and Western |
Westoria Would Replace Nearly 243,000 Square Feet of Existing Commercial and Industrial Buildings |

A substantial new residential community could eventually reshape the area around Torrance Boulevard and Western Avenue.
The proposed Westoria Residential Project calls for demolishing three existing buildings totaling approximately 242,965 square feet and replacing them with 335 residential units on 7.82 acres. The City of Torrance is the lead agency for the project’s environmental review.
Unlike many large apartment developments, Westoria would contain two distinctly different types of housing.
98 Townhomes Plus 237 Apartments
The project would be divided into two sections:
The apartment building would rise to a maximum height of approximately 80 feet, while the overall project would average 42.8 homes per acre.
Plans also include a subterranean parking garage, guest parking, internal driveways, landscaped areas and recreational common spaces for residents.
The existing property is currently designated for commercial office and light-manufacturing uses.
Why This Project Is Worth Watching Now
Westoria has just entered an important stage of the approval process.
The project's Sustainable Communities Environmental Assessment was received by the state on August 19, and its formal state review period began August 20. That review is scheduled to remain open through September 21, 2026.
A long list of state agencies has been notified, including Caltrans, the California Air Resources Board, Department of Housing and Community Development, Department of Toxic Substances Control and regional water-quality regulators.
The environmental review does not mean the project has received final approval. Instead, it examines potential impacts associated with building hundreds of homes on the site.
If ultimately constructed, however, Westoria would continue a noticeable transformation occurring along Torrance's major commercial corridors, where properties historically devoted to offices, retail and industrial uses are increasingly being considered for housing.
And unlike the 449-unit Torrance Boulevard project and 200-unit Soto development we covered last week, Westoria is a separate new proposal entering the public-review process now.
