A 272-Unit Apartment Project Could Soon Replace a Crenshaw Boulevard Office |
Former County Office Site Is Planned for a Major Residential Redevelopment |

Residents who regularly travel Crenshaw Boulevard may soon see another sizable redevelopment project begin taking shape.
The property at 2325 Crenshaw Boulevard, formerly used by the Los Angeles County Department of Children and Family Services, is planned for redevelopment as a 272-unit residential community.
The project would replace the former government office complex with four residential buildings containing a mix of studio, one-, two- and three-bedroom apartments. Plans previously filed for the development include 467 parking spaces and extensive resident amenities.
Affordable Housing Is Part of the Plan
Of the proposed 272 apartments, 28 units are planned as affordable housing, allowing the project to use California density-bonus incentives and certain zoning concessions.
The development is planned around landscaped courtyards and recreational space, including a swimming pool and other common areas.
But what makes the project particularly timely this week is the property's transition away from its former use.
County Documents Pointed to August 2026 Demolition
Los Angeles County had occupied the Crenshaw Boulevard property as a regional DCFS office since 1999.
When the property was sold for redevelopment, the new owner allowed the County to remain temporarily while replacement office space was secured.
A County Board of Supervisors document stated that DCFS would be permitted to remain at 2325 Crenshaw until the anticipated demolition date in August 2026.
That does not establish that demolition will occur on a specific day this month—the actual construction schedule may change—but it means the project has reached the timeframe previously identified for clearing the property.
Another Piece of Torrance's Housing Shift
The proposal joins several major residential projects we've been tracking throughout Torrance.
Last week alone we covered Gable House's 218 apartments, the 200-unit Soto development and the proposed 449-unit project at 3610 Torrance Boulevard.
This one adds another 272 potential homes along Crenshaw Boulevard.
Taken together, those projects illustrate how rapidly portions of Torrance that were historically dominated by commercial buildings, offices and large parcels are being reconsidered for residential use.
We'll be watching 2325 Crenshaw to see whether demolition and construction activity now begin as anticipated.
