Two Riviera Home Additions Head to City Council on Appeal

Projects at Via El Chico and Calle Mayor are testing Torrance’s Hillside rules

Two Torrance homeowners are heading into another round of review over proposed additions in the city’s Hillside Overlay.

The City Council is scheduled to hold public hearings on September 1 involving residential projects at 459 Via El Chico and 317 Calle Mayor.

Both projects previously received Planning Commission approval, but those decisions were appealed.

That sends the applications to the City C

ouncil for another review before the projects can move forward.

The disputes fall within Torrance’s Hillside Overlay, a special development-review area created to address the unusual challenges of building on hillside and coastal properties.

Unlike ordinary residential zoning, the overlay specifically considers potential impacts on neighboring properties involving views, light, air and privacy.

Those standards have made even relatively ordinary home additions more complicated in parts of the Hollywood Riviera because one owner’s renovation can affect another resident’s view or sense of privacy.

The issue has also become increasingly important as Torrance works on broader changes to its single-family and Hillside development standards.

The City is currently collecting public feedback on proposed objective development standards for R-1 and Hillside and Coastal Overlay properties, an effort launched after a City Council workshop earlier this year.

That means these two individual appeals arrive while Torrance is simultaneously reconsidering how residential projects in the Hillside area should be evaluated in the future.

For homeowners in the Riviera, the outcome is worth watching even if they do not live next door to either property.

These cases provide a real-world look at how Torrance balances a homeowner’s ability to improve a property against the protections neighboring residents expect from the Hillside Overlay.
