Torrance Wants Your Input on New Hillside Development Rules |
The City is working toward more objective standards for single-family and Hillside/Coastal Overlay projects. |

One of Torrance’s most persistent land-use debates is moving into a new phase.
The City is seeking community feedback on proposed objective development standards for properties in the Single-Family Residential (R-1) and Hillside and Coastal Overlay (R-H) zones.
The effort follows direction from the City Council after a May 19 workshop on the Hillside Overlay. The goal is to create clearer, measurable standards that can be applied consistently when reviewing residential projects.
That matters because state housing laws increasingly limit cities’ ability to rely on subjective design judgments when considering housing development. Torrance’s existing Hillside rules have historically considered issues such as neighborhood compatibility, views, light, air and privacy — factors that can be difficult to convert into strictly objective criteria.
The City says public comments will help staff evaluate potential standards and processes before bringing recommendations back for future Council discussion.
For homeowners in the Riviera and other Hillside areas, this could ultimately affect how additions, new homes and other residential projects are reviewed.
