Torrance homeowners planning construction or remodeling should know that the City’s permit process is now largely digital.

Building and Safety applications can be submitted through the Online Permit Center Portal, where property owners and contractors can upload plans, pay fees and follow a project’s permit status.

Since January 5, 2026, all building plan reviews and permit submittals must be electronic. Paper plans and physical applications are no longer accepted.

There is one important step homeowners should not skip: before submitting the building permit, applicants generally need to obtain the appropriate zoning clearance from the Planning or Environmental Division. Proof of that clearance must then be included with the permit application.

Separate applications may also be required for electrical, plumbing, mechanical and other trade work.

For homeowners unfamiliar with permitting, the City’s new portal is more convenient — but understanding the order of the process can help prevent delays.
