A Major Water Main Project Is Coming to Del Amo and Crenshaw |
Torrance is starting design work on another piece of its underground infrastructure. |

Some of the most important City Hall spending never produces a flashy ribbon cutting.
Torrance is moving ahead with design work for water-main replacement around Del Amo Boulevard and Crenshaw Boulevard.
The September 15 Council agenda recommended awarding Tetra Tech, Inc. a $379,000 engineering-design contract for the project, with the design period running from September 2026 through September 2028.
Water-main projects matter because much of the city’s infrastructure is underground and largely invisible until something fails.
Replacing aging mains can reduce the risk of breaks, improve reliability and allow the city to coordinate future street work more effectively.
The project is funded through non-General Fund sources, meaning the expenditure does not come from the city’s ordinary General Fund operating budget.
Residents should not expect immediate construction simply because design work has begun.
But this is the stage where engineers determine exactly what needs to be replaced and how the eventual construction project will work.
For people who regularly travel through the Del Amo–Crenshaw area, it is worth knowing this one is now in the pipeline.
