Torrance Is Trying to Make ADUs Easier to Build |
Pre-approved plans can shorten one of the most expensive and time-consuming parts of the process. |

For Torrance homeowners considering an Accessory Dwelling Unit, the city now offers a potentially simpler starting point.
Torrance’s Pre-Approved ADU Program provides building plans that have already been reviewed by both the Building and Safety and Planning divisions. The city says the plans are approximately 80% complete for permitting, which can reduce design time and pre-construction costs.
That does not mean an ADU becomes automatic.
Property owners still have to work with the plan designer, obtain a building permit and provide site-specific information such as setbacks, utilities and lot dimensions. Depending on the property, additional requirements may include grading, drainage, soils reports, retaining walls, fire sprinklers or separate solar permits.
But the advantage is that much of the architectural and engineering framework has already been reviewed.
For homeowners looking to create space for family members, rental income or future flexibility, that can eliminate some of the uncertainty that normally comes with starting from a blank sheet of paper.
