A City Hall acronym that rarely gets much attention is coming before the public next week.

The Torrance City Council is scheduled to hold a public hearing on October 6 regarding the City’s Consolidated Annual Performance and Evaluation Report, commonly known as CAPER.

The report covers the fiscal year ending in 2026 and documents how Torrance used federal funding tied to housing and community-development programs.

Those funds are primarily associated with two U.S. Department of Housing and Urban Development programs:

Community Development Block Grants, or CDBG, and the HOME Investment Partnerships Program.

Cities use these programs for eligible activities that can include housing assistance, neighborhood improvements, accessibility projects, public services and other community-development efforts.

CAPER serves as the annual accounting step — showing how funds were spent and what results were achieved.

The City has posted the FY 2025–26 CAPER and a formal notice of the October 6 public hearing on its Community Development website.

For residents who care about affordable housing, neighborhood investment or federal money flowing into Torrance, this is the kind of report worth watching even though it does not generate much headline attention.

It is essentially the City’s report card for how certain federal community-development dollars were used.
