One of Torrance’s largest proposed housing developments has completed an important environmental-review step.

The public comment period for the Westoria Residential Project closed September 21 following review of the project’s Sustainable Communities Environmental Assessment.

Westoria is proposed on approximately 7.82 acres near Torrance Boulevard and Western Avenue.

The plan calls for demolishing three existing office buildings totaling nearly 243,000 square feet and replacing them with 335 homes.

Those homes would be split between 98 townhomes and 237 multifamily units in a six-story building.

The project also includes parking, recreational common areas, landscaping and infrastructure improvements.

Closing the environmental comment period does not mean Westoria has been approved.

The proposal still requires a substantial package of local land-use actions, including a General Plan amendment, rezoning, planned development approval, conditional use permit and tentative tract map.

The state review record also shows comments from Caltrans and the California Public Utilities Commission.

That makes this a meaningful update from when we first covered Westoria.

The project has now moved through its formal environmental public-comment window, but major local approvals still remain before demolition or construction could begin.

For residents near Western Avenue and Torrance Boulevard, the next important milestone will be the formal hearing process when those approvals come before city decision-makers.
