Mayor Kalani Lays Out Her First State of the City Vision

Torrance has a new mayor—and now residents have their first broad look at how she is framing the city’s direction.

Mayor Sharon Kalani delivered her inaugural State of the City address on September 25 under the theme “One Torrance, One Community.”

The annual address is part progress report and part roadmap.

According to the City, Kalani highlighted Torrance’s economic foundation, investments in public safety and infrastructure, expanding business community and growing presence in new and emerging industries.

That final point is becoming increasingly significant.

Torrance’s economy has historically been associated with automobiles, petroleum, manufacturing and healthcare.

Today, another layer is being added.

Aerospace, defense, robotics, advanced energy and other technology companies have increasingly chosen Torrance for headquarters, manufacturing plants and engineering operations.

That transformation has appeared repeatedly in recent Torrance Buzz Weekly reporting—from Northwood Space and Castelion to Antares, AnySignal and other companies expanding locally.

Kalani’s address also emphasized continued investment in the more traditional responsibilities of City Hall: public safety, infrastructure and maintaining city services.

State of the City speeches naturally emphasize accomplishments and future opportunities rather than function as independent audits of municipal performance.

But they are useful for another reason.

They tell residents what City Hall itself considers important enough to put at the center of its public message.

For the Kalani administration, the early message appears to be one of continuity combined with economic transformation: protect Torrance’s financial and civic foundation while positioning the city for the industries arriving next.

Residents will ultimately judge that vision by what happens in budgets, Council votes, construction projects and neighborhood-level services.

But the new mayor has now put her opening priorities on the record.
