Another major housing project is taking shape on Torrance Boulevard.

The Vista Homes Apartments Project proposes replacing an existing commercial building at 3610 Torrance Boulevard with an eight-story mixed-use development containing 449 apartments.

The project would include a mix of one-, two- and three-bedroom units, ranging from approximately 718 to 1,400 square feet.

Of the building’s eight stories, two levels would be devoted primarily to parking, while six levels would contain residential uses.

Plans also call for live-work office suites, a leasing office, swimming pool, spa, fitness center and three resident courtyards.

The proposed building would reach approximately 92 feet in height.

What makes Vista Homes especially notable is its location.

The property sits near Del Amo Fashion Center, an area that is steadily becoming one of Torrance’s most active housing-development zones.

Other projects around the mall are already adding hundreds of apartments and townhomes, gradually changing an area once dominated almost entirely by retail, offices and surface parking.

Urbanize LA’s Torrance development tracker lists several nearby housing projects, including 200 apartments at 3863 Carson Street, the 218-unit Gable House development and additional housing planned along Western Avenue and Carson Street.

Vista Homes would add another 449 units to that pipeline.

The project also reflects a broader shift occurring in Torrance.

Because the city has little undeveloped land remaining, much of its new housing is being created by replacing or redeveloping existing commercial properties rather than building on vacant land.

That can generate difficult questions about traffic, neighborhood density, infrastructure and the changing character of commercial corridors.

But it also illustrates where much of Torrance’s future housing supply is likely to come from.

Homefront Bottom Line

Vista Homes is not a small infill project.

At 449 apartments, it would be one of the larger new residential developments proposed in Torrance.

And when combined with other projects around Del Amo Fashion Center, it points to a larger change residents may increasingly notice:

The area surrounding Torrance’s largest shopping center is gradually becoming a major residential neighborhood as well.
