A proposed mixed-use development in South Torrance is again drawing attention as residents and city officials consider whether new housing can be added to a location that has previously raised neighborhood concerns.

The Walteria Terrace Garden Project would introduce 20 senior residential apartments and approximately 1,608 square feet of commercial space on the east side of Hawthorne Boulevard, about 200 feet north of Rolling Hills Road.

The project returned to the Torrance City Council agenda on October 6, 2026.

What Is Being Proposed?

The development would combine housing for older residents with a small commercial component.

The site is located within the Walteria Sub-District of the Hawthorne Boulevard Corridor Specific Plan and the city's Hillside Overlay District.

According to official planning documents, the proposal involves a conditional use permit, density bonus, and other land-use approvals.

The combination of housing and commercial space is intended to introduce a new residential use into this portion of the corridor.

Why Has the Proposal Been Controversial?

Walteria Terrace Garden has faced previous scrutiny over potential effects on surrounding properties.

According to the Riviera Homeowners Association, the council previously denied the project following concerns involving safety and possible impacts on nearby businesses and residents.

Those concerns brought the proposal back into the local conversation ahead of the October 6 meeting.

The association encouraged residents to examine the project materials and participate in the public discussion.

The association's position represents the concerns it has communicated; it should not be interpreted as evidence that every nearby resident opposes the proposal.

What Does the City Need to Consider?

The project involves several competing planning considerations.

Adding senior housing could provide additional residential opportunities in an area where housing costs are substantial.

At the same time, nearby residents may reasonably seek information about traffic access, emergency services, drainage, construction activity, and the development's relationship to surrounding properties.

The city's published environmental documents include technical studies addressing several of these subjects.

Did the Council Approve the Development?

The October 6 meeting was scheduled to reconsider the project.

However, the meeting notice and agenda do not establish the final outcome.

Before describing the development as approved or denied, the council's official action record must be consulted.

Why This Matters to South Torrance

Walteria Terrace Garden illustrates a broader issue facing established Torrance neighborhoods: how to accommodate additional housing while evaluating local infrastructure, safety, and neighborhood character.

For residents near Hawthorne Boulevard and Rolling Hills Road, the project remains an important land-use matter to follow.
