A Holiday Tradition Brings Changes to City Hall

One of Torrance's most beloved holiday traditions is helping shape new rules for home-based food businesses.

On October 6, 2026, the Torrance City Council approved proposed amendments to the city's cottage-food ordinance, creating additional flexibility for qualifying businesses during the busy December holiday season.

The changes are particularly relevant to the Seaside Ranchos neighborhood, famous for its elaborate residential Christmas light displays that attract visitors from throughout the South Bay.

The council's second reading and final adoption of the ordinance are scheduled for Tuesday, October 20, 2026.

What's Changing for Home-Based Food Businesses?

Under the amendments approved at the October 6 meeting, qualifying cottage-food operators would receive additional flexibility from December 1 through December 31.

The changes include:

  • Outdoor food activities: Qualifying operations could conduct food sales, fundraising, donation collection, and food distribution outside the primary residence, provided activities remain within the property's boundaries.
  • Multiple customers: More than one customer could visit the property at the same time during December.
  • Parking flexibility: Off-street parking requirements would be waived between 5:01 p.m. and 8 p.m. during December.
  • Expanded activities: The ordinance would explicitly include donation collection alongside sales, fundraising, and food distribution.

The changes are intended to accommodate seasonal activity while maintaining important neighborhood protections.

What About Neighborhood Safety?

The amendments also establish operating requirements designed to reduce potential problems for nearby residents.

Participating businesses would be prohibited from allowing on-site dining or customers to linger unnecessarily.

Customers could not block sidewalks, streets, alleys, or other public rights-of-way.

Businesses would also be required to prevent interference with neighboring properties.

Trash collection is another important requirement.

Operators would need to provide trash receptacles and remove waste associated with their businesses, including trash within 15 feet of their property boundaries, at the end of each operating day.

What Happens if Businesses Violate the Rules?

The amendments include stronger consequences for repeated violations.

A cottage-food operator receiving three citations within a calendar year would have their business license revoked.

The operator would also be ineligible for a business license during the following calendar year.

These provisions are intended to balance opportunities for small businesses with protections for surrounding neighborhoods.

Are the Seaside Ranchos Holiday Lights a City-Sponsored Event?

No.

Although the Seaside Ranchos holiday lights have become a popular Torrance tradition, the City of Torrance identifies the coordinated neighborhood display as neither city-sponsored nor city-sanctioned.

The city nevertheless has responsibilities involving public safety, traffic, parking, and municipal regulations when large numbers of visitors gather in residential neighborhoods.

The cottage-food ordinance is one part of that broader discussion.

What Happens Next?

The City Council approved the proposed changes on October 6.

The second reading and final adoption are scheduled for October 20.

Because the newsletter is being prepared before that meeting, the final adoption outcome has not yet been established.

If adopted, the amendments would give qualifying home-based food operators greater flexibility during December while maintaining restrictions intended to protect residents and visitors.

Why This Matters

The Seaside Ranchos holiday lights represent something special about Torrance: neighbors coming together to create an experience enjoyed by thousands of visitors.

But popular traditions can also create challenges involving traffic, parking, food sales, and neighborhood quality of life.

The new cottage-food rules attempt to balance those competing interests.

For residents, the larger question is how Torrance can continue supporting cherished community traditions while respecting the people who live in the neighborhoods where they take place.

The goal is a holiday season that's welcoming to visitors, fair to small businesses, and respectful of the neighbors who make the tradition possible.
