Alta Loma Playground Project Seeks More Time for Accessible Surfacing

A November 3 request would move substantial completion to December 1 without increasing the authorized cost.

Families waiting for Alta Loma Park’s replacement playground have a new date to watch, but not a confirmed reopening day. Torrance staff is asking the City Council on November 3 to move the project’s substantial-completion target to December 1 and extend the agreement through December 31.

The reason is below the playground
According to the staff report, excavation of the old sand playground uncovered unforeseen site conditions. Additional preparation and grading are needed so the new safety surfacing meets accessibility requirements. That work pushed construction beyond the original October 31 substantial-completion target.

The project at 26126 Delos Drive replaces the existing playground with new equipment, safety surfacing and accessible play features. The city approved its design-build agreement with Landscape Structures in May. The proposed change concerns the schedule, not a new playground project or an expansion of its use or capacity.

What changes—and what does not
Staff says the additional contract time would allow for possible weather delays, final inspections and project closeout. The recommendation lists no additional expenditure and keeps the previously authorized maximum amount unchanged. That is different from saying the overall playground replacement is free; this particular change order does not request more money.

December 1 is described as substantial completion. December 31 is the proposed end of the agreement. Neither should be turned into a promised public opening without a separate city announcement. A construction milestone and permission for families to use the equipment are not interchangeable.

Planning a visit
Our suggestion is to check the city’s current park information before promising children a first visit to the new playground. Follow posted barriers and closure signs, even if equipment looks finished. Surfacing, inspections and access routes can matter just as much as the play structures themselves.

The council is scheduled to consider the request as consent-calendar item 8F during its November 3 meeting, with regular business beginning at 6:30 p.m. at 3031 Torrance Boulevard. The request had not been voted on when this review was prepared. We will treat the revised dates as proposed until the council’s action is confirmed.

While Alta Loma’s playground is closed, which nearby playground would you recommend, and what makes it a good alternative?
