Torrance’s Regional Transit Center and Downtown sit relatively close together—but for someone trying to make the trip on foot or bicycle, the connection is far from seamless.

The City is working on changing that.

Torrance’s Transportation Open Space Corridor Multi-Use Trail would create approximately 5,000 linear feet of trail along one of the off-street corridors identified between the Mary K. Giordano Regional Transit Center and Downtown Torrance. City planning studies identified the area as a missing bicycle and pedestrian connection.

Metro originally programmed $650,000 in Measure M funding for project development, environmental work and design. In June, the City Council awarded RRM Design Group a consulting agreement worth up to $700,000 for preliminary design and environmental analysis, with Torrance adding $50,000 to the project.

Now there is a clearer timetable.

A September 1 City staff report says the project “has since commenced and remains on schedule.” Planning is scheduled through September, environmental review through December, and preliminary and final design work is expected to continue into June 2027.

The City also sought to extend the lapse date on its Metro funding to June 30, 2027 so it can continue receiving grant reimbursements while that work proceeds. Metro had already approved the extension before it went to Torrance.

This is still a planning and design project, not a trail that is about to open. The current funding does not cover trail construction.

But if the project ultimately makes it through design and construction, it could solve a deceptively important piece of Torrance’s transportation puzzle: getting people from the city’s major transit hub into Old Torrance without requiring a car for the last stretch.
