Torrance Unified is heading into one of the most consequential weeks yet in its months-long labor negotiations.

The Board of Education meets Tuesday, September 8, with several employee agreements on the agenda. They include a tentative agreement with CSEA Chapter 19, a salary-and-benefits memorandum with CSEA Chapter 845, and health-and-welfare benefit agreements involving SEIU Local 99 and the Torrance Teachers Association. The board will also review the district’s unaudited financial results for the 2025–26 fiscal year.

For teachers, however, the larger contract remains unfinished.

TUSD and the Torrance Teachers Association last held a full bargaining session July 24. They reached tentative agreements on assignments and transfers, grievances and summer-school employment, but did not reach an agreement on salary or benefits.

TTA’s latest compensation proposal calls for a 4% ongoing salary increase along with higher benefits funding. The association characterized that proposal as its “best, last, and final” offer. The district said it would evaluate the proposal and respond at a future bargaining session.

That next bargaining session is scheduled for Friday, September 11.

The timing makes this an important week not only for teachers and other district employees, but also for thousands of Torrance families. Tuesday’s board actions could settle portions of the benefits picture, while Friday’s negotiations may determine whether the district and its teachers are moving closer to a complete successor contract—or remain divided over compensation.
