One of Torrance’s biggest long-term planning projects is still very much alive.

At its September 1 meeting, the City Council agenda included a third amendment to the City’s consulting agreement with Gruen Associates for the Torrance Civic Center Master Plan and Economic Feasibility Study, extending the contract another 17 months through December 31, 2027. The amendment listed no additional expenditure.

The scope is much bigger than renovating City Hall.

Torrance’s Civic Center covers roughly 40 acres across seven parcels and includes City Hall, the Katy Geissert Civic Center Library, Torrance Cultural Arts Center, Police Headquarters, the Plunge, annex buildings and state court facilities. Much of the campus dates back decades, and the City says a number of buildings have reached the point where they will eventually require significant rehabilitation or replacement.

The master-plan process is examining building conditions, operating costs, maintenance, community programming, aesthetics and how the land could be used more efficiently. It is also studying potential land uses, densities and economic returns—meaning the final vision could involve considerably more than simply replacing old municipal buildings.

The project began in 2023, when the Council hired Gruen Associates under an initial $181,082 contract. Community outreach followed, including meetings, pop-ups and more than 1,500 completed surveys as planners began developing possible redevelopment scenarios.

One important distinction: a master plan is not a construction approval. The City says any eventual redevelopment could require additional steps including zoning changes, General Plan amendments, financing decisions and further public review.

But extending the planning timeline through the end of 2027 makes one thing clear:

The Civic Center Torrance residents know today may not be the Civic Center future generations inherit.
