A quiet change to Torrance’s Section 8 program could make a meaningful difference depending on which ZIP code a rental property sits in.

Effective August 18, the Torrance Public Housing Agency began using HUD’s Small Area Fair Market Rent, or SAFMR, system for Housing Choice Vouchers and related rental-assistance programs. Instead of relying primarily on one broad regional rent benchmark, payment standards now vary by ZIP code.

The difference can be substantial.

For example, the current payment standard for a two-bedroom unit is:

• $2,666 in 90501
• $3,177 in 90503
• $3,033 in 90504
• $3,123 in 90505
•  

Those figures are used when calculating the housing assistance payment—not as a legal cap on what a landlord may charge.

The idea behind SAFMR is to better reflect neighborhood-level rental costs, potentially giving voucher holders access to a wider range of communities instead of using one payment benchmark across a large metropolitan area.

The change also matters to property owners.

Torrance says more than 150 local property owners participate in the Section 8 program, providing housing for more than 400 families. Participating landlords receive the subsidized portion of rent directly from the housing authority, while tenants pay their required share.

For a landlord deciding whether to accept a voucher—or a family searching for a place to rent—the property’s ZIP code now matters more than it did before.
